ASWAN was formed in July 1996 by homeless, formerly homeless, and friends of the homeless. Some members were living in shelters, river camps, and smitty's. As we were forming there were efforts by the city government, some corporations, and local merchants to pass unjust zoning laws and homeless people stood up to take on the challenge, not for themselves but for those that may come behind them. It is the objective of ASWAN to protect the fundamental right of people who feel they do not have a voice.
